International Trade Specialist

Summary

This position is located in the National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Office of International Affairs, Trade, and Commerce (IATC), with one vacancy in Silver Spring, MD. Duties

• As an International Trade Specialist, you will perform the following duties: Lead activities to implement National Marine Fisheries Service (NMFS) seafood trade monitoring programs: Antarctic Marine Living Resources Program, the Highly Migratory Species International Trade Program, the Seafood Import Monitoring Program, the Tuna Tracking and Verification Program, and Certification of Admissibility requirements. Identify opportunities to improve data quality and management to better analyze data and records collected in the International Trade Data System, Global Seafood Data System, National Permit System, and the Trade Monitoring System. Perform complex analysis of programmatic, trade, and marketing data and information. Compile data and prepare reports for program management, compliance, and support trade policy. Establish and maintain working relationships with stakeholders, trade organizations, associations, U.S. government agencies, and the U.S. seafood industry to develop priorities and implement strategies that add value while producing tangible outcomes in support of trade interests. Provide leadership with program leads and staff to modernize programmatic processes. Coordinate program-specific activities and serve as a point-of-contact or liaison to internal and external stakeholders to achieve accomplishments. Utilize ability and skill in interpersonal relationships and collaboration to represent the organization as a policy and planning authority, responding to constituent inquiries regarding program compliance and implementation domestically and internationally. Provide advice on international trade policies and programs for the business community concerning seafood traceability and import control schemes, and export-import regulations. NOTE: These duties are described at the full performance level of the ZA-4; The ZA-3 is developmental leading to such performance.

Qualifications

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the ZA-3 or GS-11 level: SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZA-2 or GS-09 in the Federal service. Specialized experience MUST include all of the following: Performing research in two or more of the following areas: international trade dynamics, fisheries or trade-policy analysis; seafood markets and economic analysis; and foreign or domestic fisheries regulations and import control schemes; Assisting with the analysis of information on illegal, unreported, and unregulated (IUU) fishing; marine or freshwater species commercially harvested; or import and export data; and Monitoring programs, such as evaluating internal performance or external compliance information. OR SUBSTITUTION OF EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., with a major study in marketing, business administration, political science, public administration, history, business or commercial law, economics, finance, international trade, or international relations. OR COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience as described above. Note: Only graduate-level education in excess of the amount required for the next lower grade level may be combined with experience. To qualify at the ZA-4 or GS-13 level: SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience, equivalent to the ZA-3 or GS-12 in the Federal service. Specialized experience MUST include all of the following: Evaluating dynamics or practices of fisheries policy and international trade; Coordinating program-specific activities and serving as a liaison to internal and external stakeholders; and Independently drafting briefing papers and materials for higher-level management to support policy decisions and explain program operations in plain language.

Requirements

This position will be filled under the DOC Alternative Personnel System (CAPS). Under CAPS, positions are classified by career, pay plan, and pay band. The ZP-3 is equivalent to the GS-11/12. The ZP-4 is equivalent to the GS-13/14. Key Requirements: Applicants must be U.S. Citizens. Suitable for Federal employment, as determined by background investigation.
