Summary
This is a public notice flyer to notify interested applicants of anticipated vacancies through the DHA for STRL Mission Support. Applications will not be accepted through this flyer. Duties
- You will assist senior contract specialists in the negotiation and administration of contracts and orders between the Government and contractors.
- You will assist in reviewing purchase requests for completeness and clarity.
- You will assist in preparing pre-award documentation and solicit contractor offers under the guidance of senior specialists.
- You will analyze contractor offers and perform basic cost and price analysis.
- You will prepare contract award documents for review and approval.
Qualifications
For the DA-3 Level: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-5-8 grade level or DA-2 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Entering data into automated systems and reviewing transactions to ensure data is correct; 2) Working in a Federal contract writing system; 3) Preparing Statements of Work and/or Performance Work Statements for Federal contracts; 4) Reading and interpreting Federal regulations, guidance and policies; 5) Preparing for negotiations / discussions / awards by reviewing audit and technical reports, performing cost and/or price analysis (or reviewing price analysts reports), and developing pre-negotiation positions; 6) Negotiating terms and conditions (including price) based on the pre-negotiation objective and give-and-take with the offer or to establish a fair and reasonable price. For the DA-2 Level: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-1-4 grade level or DA-1 pay band in the Federal service or equivalent experience in the private or public sector. Education
Basic Requirements: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. In addition to the above basic requirement, in lieu of specialized experience, you may qualify with the following education or combination of both education and experience: DA-03: 2 full academic years of progressively higher level graduate education or master's or equivalent graduate degree or LL.B. or J.D. DA-02: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: The education requirements listed above apply only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent)-1102 or before September 30, 2000 are also exempt from meeting this requirement.
