Summary
THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a CONTRACT SPECIALIST (T32), Position Description Number D2625000, D2624000 and D2622000 and is part of the AL 187TH Fighter Wing, National Guard. Duties
- GS 07: 1. Follows established procedures to procure off-the-shelf materials, which are available from numerous commercial sources, and are easily identified by common names for which standard price lists are available. Responds to customer needs to procure repetitive items or services for which specifications have become standardized and where established competitive markets and price competition exists. (40%) 2. Prepares Request for Quotation (RFQ), Invitation for Bid (IFB) or Request for Proposal (RFP) ensuring that technical descriptions and appropriate provisions and clauses are included. Develops source lists of responsible contractors, coordinating with the small business specialist. Uses primarily firm fixed-price, time and materials, indefinite delivery, or similar contracts using standard clauses.(30%) 3. Assists in monitoring contract performance, contract closeout, and if needed, contract termination. Monitors contract performance through telephone conversations, correspondence, site visits, inspections, analysis of contractor metrics, for compliance with performance standards, applicable laws, delivery schedules, payment provisions, inspections, progress reports, and other requirements stated in the contract. (15%) 4. Provides advice and assistance to others relating to contracting work and prepares correspondence. Provides advice and assistance to installation technical personnel and sales representatives whenever information is needed, or issues need to be resolved. Establishes working relationships with program and contractor management personnel. Prepares letters, memoranda, documents, or reports that support contractual actions or recommendations. GS 09: 1. Plans acquisitions for standard or specialized services, supplies and/or construction contracts where specifications are standardized within established competitive markets, and where price competition exists. Reviews requisition package for adequacy and completeness of description, consistency, and compliance with administrative, regulatory, and procedural requirements.(30%) 2. Develops solicitations, evaluates responses, and makes award recommendations. Conducts market research and analyses whether commercial items or non-developmental items are available to meet the Government's needs or could be modified to meet the Government's needs. Uses primarily firm fixed price or similar contract types when historical and precedent data are available.(30%) 3. Monitors contract performance, performs contract administration, contract close-out and recommends terminations if needed. Assists with the training, monitoring and management of appointed Contracting Officer Representatives (CORs). Monitors contract performance through telephone conversations, correspondence, site visits, inspections, analysis of contractor metrics, for compliance with performance standards, applicable laws, delivery schedules, payment provisions, inspections, progress reports, and other requirements stated in the contract. (20%) 4. Provides advice and assistance to others relating to contracting work and prepares correspondence. Provides advice, guidance, training, and assistance to technical or program personnel, customers, functional commanders, and/or contractors whenever information is needed, or issues need to be resolved. GS 11: 1. Plans the overall approach to meet contracting program objectives for procuring a wide variety of requirements. Performs market research/analysis to determine availability of the requirement; analyzes market trends, commercial practices, conditions and technological advances. Determines appropriate method of procurement using a wide range of contracting methods and contract types. (30%) 2. Assists in procuring a wide variety of services, supplies, and/or construction. Applies all statutory requirements including regulations, policies, procedures, business and industry practices, market trends, Government Accountability Office (GAO) and Comptroller General Decisions, public law, case law, and precedents to all acquisitions. (25%) 3. Executes post-award contract performance management actions on assigned contracts. Trains and monitors appointed Contracting Officer Representatives (CORs) as required. Monitors and evaluates contractor performance for compliance with terms and conditions of contracts and ensures timely submission of contract deliverables and performance metrics. (20%) 4. Provides business advice and guidance to technical personnel and others on contracting work and prepares correspondence. Represents the interest of the organization in a professional manner in meetings and various contacts outside the agency on a variety of issues that often are not well-defined. MILITARY REQUIREMENTS: This is an excepted service position that requires membership in a compatible military grade in the Alabama Air National Guard. GENERAL EXPERIENCE: Must have experience in positions supporting competencies in business, finance, risk management, project management, or supply chain management. Experience must include competencies such as skill in collecting and analyzing data and the ability to communicate clearly and effectively and other professional competencies in procurement administration or purchase card management. SPECIALIZED EXPERIENCE: Must have specific experiences, training, and competencies (Skills, Knowledge, and Abilities) that prepared the applicant to successfully perform the duties and responsibilities required by each grade. GS-07 - (Foundational Level) - Must have one year of experience in positions collecting and analyzing data. Experience assisting in business management, financial management, project management, risk management, or supply chain management. GS-09 - (Foundational Level) - Must have one year of experience in contracting at the GS-07 grade level that provided exposure to the full scope of contracting and acquisition and a working knowledge in one or more of the following areas: (1) A knowledge of contracting authority and responsibility, (2) Contract principles and knowledge of the Federal Acquisition Regulation, (3) Contractor responsibility standards, (4) Regulatory compliance, (5) Knowledge of Federal supply schedule contracting, and (6) Knowledge of acquisition definitions and applicability. In addition to participating in education and training courses, individuals are expected to develop their required competencies through relevant on-the-job experience, which may include rotational assignments. GS-11 - (Practitioner Level) - Must have one year of contracting experience at the GS-09 level performing work in the following areas as applicable to the position being filled: (1) Pre-award of contracts related to development of a solicitation. Acquisition planning, requesting offers, and developing offers by evaluation of solicitation and finalizing offers, (2) Award of contracts that includes forming a contract, and (3) Post-Award actions to administer the contract. Competencies at the practitioner category emphasize functional specialization in contracting. Specialized experience may have been gained while providing business advice to customers and performing all pre-award/post-award functions, using a wide range of contracting methods and types to procure complex and/or diversified commodities, services and/or construction. Individuals at this category are expected to have and apply journeyman level acquisition-related skills. KNOWLEDGE REQUIRED: GS- 07: - Knowledge of commonly used contracting methods sufficient to perform procurement functions when the contract actions are well defined and well precedented. - Knowledge of contract negotiation techniques, and the laws, regulations and precedents governing procurements by this method, to perform developmental assignments. - Knowledge of formal advertising sufficient to solicit bids to procure a variety of requirements ranging from standard to specialized supplies, services, or construction. - Knowledge of report writing techniques to present factual information clearly, write procurement memoranda, and draft contract provisions and supporting documentation. - Knowledge of business practices and market conditions as they relate to program and technical requirements sufficient to evaluate bid responsiveness, contractor responsibility, and contractor performance. -Knowledge of applicable regulation, guidance, and procedures necessary to manage and oversee the GPC program -Knowledge of agency acquisition systems sufficient to determine proper protocol for input and maintenance. - Skill in solving practical problems relating to supplies, services, and/or contracting as they relate to the development of specifications or to contract administration involving product quality. - Skill in dealing with others in a work relationship to present information orally and to accomplish a given purpose. - Ability to communicate effectively, both orally or in writing. GS - 09: - Knowledge of directly applicable statutory provisions, regulations, and procedures to be able to perform well-defined and procurement functions where precedent exists. - Knowledge of commonly used contracting methods and contract types sufficient to perform pre-award, post-award, and/or contract price/cost analysis functions when the contract actions are well-defined and precedent exists. - Knowledge of commercial business practices and market conditions that relate to the technical and program requirement to assist customers in developing requirements and to evaluate proposal responsiveness, contractor responsibility, and contractor performance. - Knowledge of formal advertising sufficient to solicit proposals to procure a variety of requirements ranging from standard to specialized services, commodities, or construction. - Knowledge of contract price/cost analysis techniques sufficient to perform basic analysis for firm fixed-price or similar contracts, when historical pricing data and precedents are applicable. - Knowledge of the GPC program to analyze issues and identify alternative courses of action, modify standard procedures and terms to satisfy requirements, and solve a variety of common problems. - Knowledge of supply regulations pertaining to accountable property. GS - 11: - Knowledge of contracting principles, laws, statutes, Executive Orders, regulations, and procedures applicable to pre-award and post-award duties sufficient to plan and carry out procurement actions and administer contracts for a variety of specialized services, commodities and/or construction using a wide range of contracting methods and contract types. - In-depth knowledge of commercial business practices and market conditions to evaluate offer acceptability, contractor responsibility, and/or contractor performance, and to determine acquisition strategy and sources. - Knowledge of up-to-date market research procedures. - Knowledge of a wide range of contracting methods and contract types sufficient to perform pre-award, post-award, and price/cost analysis functions. - Knowledge of negotiation techniques and technical requirements sufficient to procure complex and/or diversified services, commodities, and/or construction. - Knowledge of contract administration sufficient to monitor a group of diverse contracts, understanding quality assurance, inspection, acceptance, and corrective action terms and conditions. - Knowledge of contract termination procedures sufficient to recommend or determine allowable costs, profit to be allowed, disposal of government property, and similar issues and to negotiate settlements with contractors. - Knowledge of contract cost analysis techniques sufficient to gather and evaluate price and/or cost data for a variety of pre-award and/or post-award procurement actions.
