Summary

Defense Finance and Accounting Services (DFAS) mission is to lead the Department of Defense (DoD) in finance and accounting by ensuring the delivery of efficient, exceptional quality pay and financial information.

Duties

  • Develop procurement packages for various acquisition needs that vary in complexity. Procures and administers a variety of contracts which frequently require special quality assurance provisions or other specialized terms and conditions.
  • Serves as the primary point of contact for Government Purchase Card Program GPC matters, responding to policy questions, providing acquisition support.
  • Incumbent performs the duties of a Level IV Agency Program Coordinator (A/PC) for the DFAS GPC Program and analyzes quotes, terms and conditions, assists in market research, and determines reasonableness.
  • Serves as the primary or alternate individual at the operational level who is responsible for day-to-day management and oversight of GPC accounts.
  • Coordinates with card holders (CH) and the Office of General Counsel (OGC) to determine acceptability of quotes/proposals; obtains required pre-award documentation to establish contractor responsibility.
  • Develops and maintains systems to evaluate and monitor performance related to such areas as delivery, cost, amount of payments, and effective use of government funds.
  • Ensures program participants are appointed in compliance with Delegation of Procurement Authority.
  • Implements, maintains, monitors, and oversees the GPC Program under his/her cognizance in accordance with governing policy.
  • Duties will be developmental in nature when the position is filled below the full performance level.

Bachelor's degree or higher from an accredited educational institution authorized to grant baccalaureate degrees. In addition to the Basic Requirements listed above, one year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-09 for a GS-11 and GS-11 for a GS-12 ) in the Federal service, which demonstrates the ability to perform the duties of the position. GS-11 Specialized Experience Is Defined As: Experience with awarding contracts or working with procurement principles or regulations. GS-12 Specialized Experience Is Defined As: Experience with awarding contracts with evidence of performing market research, or acquisition planning, or price analysis, or evaluations of sources. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Education

GS-11 - SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed higher-level graduate level education and experience may be used to meet total experience requirements. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply. To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education (http://www2.ed.gov/admins/finaid/accred/index.html). GS-12 - SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE: There is no substitution of education for the qualifying experience at the GS-12 grade level. Selectee must have their Contracting Professional Certification (or be eligible for certification within 36 months of appointment) in the DAWIA Contracting Functional Area. Acquisition workforce employees must achieve 80 hours of Continuous Learning Points (CLPs) every two years, in accordance with DoDI 5000.66. Obtaining certification within the allotted grace period and maintaining CLPs before and after achieving certification are conditions of employment. If certification is not received within 36 months of appointment as defined by DAWIA, and training not completed within the established guidelines, the incumbent might be removed from this position.
