Duties

  • This position is located in the Clement J. Zablocki Medical Center, Milwaukee, a complexity facility with a campus listed on the National Register of Historic places, comprised of 49 over buildings, 34 of which are classified as historic buildings, The functions as an Engineering Technician in the Facility Management Division, is expected to directly deal with U.S. Government staff, architectural/engineering designers, construction and maintenance contractors. Determines basic requirements, reconnaissance, location, and assists designers in the preparation of designs, specifications and construction estimates for Non-Reoccurring Maintenance (NRM) Construction Projects. Applies a broad knowledge of methods, precedents, and standards to significantly diverse and intense engineering work complexities to support a campus listed on the National Register of Historic places, comprised of over 49 buildings, 34 of which are classified as historic buildings, with a total square footage of over 1.8 million square feet on 125 acres. Analyzes project cost proposals in conjunction with the GLAC; recommends changes and/or approves minor contractor proposals ensuring economy of the work. Performs or directs surveys and investigations to establish baseline data necessary to initiate design for renovations, alterations, and additions to the existing hospital, patient care facilities, administrative buildings, grounds, utility plants and systems and historic buildings listed on the national registry. Evaluates programs and projects to assure compliance with all environmental, energy use, safety and security standards. Provides management support services in the areas of program cost analysis, annual/multi-year/long range fiscal planning, and development of annual work-plan(s). Performs research tasks to obtain a variety of costs, schedule, and performance data; analyzes data Work Schedule: Full time, Monday-Friday, 7:00am to 3:30pm Monday-Friday, may be required to be present to provide off-hours support for utility outages, maintenance and projects support. Qualifications

To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-10 position you must have served 52 weeks at the GS-09 or be a current GS-10. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: You may qualify based on your experience and/or education as described below: GS-10 Level Specialized Experience: Must have one (1) full year of specialized experience equivalent to at least the next lower grade (GS-9) in the Federal Service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized Experience for this position includes, but is not limited to: comprehensive and extensive technical knowledge of architectural, plumbing, HVAC, steam distribution systems, and electrical systems. Formulating and presenting findings, briefings, status reports and correspondences to internal and external contractors, designers and personnel. Comprehensive and extensive technical knowledge of environmental principles (EPA), practices, procedures, laws, regulations and current legislative issues. Knowledge of standard contracting regulations, practices, and procedures to provide oversight for engineering maintenance contracts. Reviewing designs to ensure they fit field conditions and comply with contract requirements and plan and execute complex, multi-faceted projects. Knowledge of computer programs to include word processing, tables and databases. Examples of qualifying specialized experience include technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as: Planner and estimator who analyzed designs for production purposes. Instrument maker or model maker who performed design or development work on devices fabricated. OR EDUCATION: You must have successfully completed at least two (2) years and six (6) months of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree with major study in an appropriate field of engineering, construction, or industrial technology, or a closely related discipline. (Transcripts Required) OR COMBINATION: You must have equivalent combinations of successfully completed graduate level education and experience as described above. (Transcripts Required) You will be rated on the following Competencies for this position: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is a combination of sedentary and requiring physical effort and exertion such as e.g., walking, standing, carrying light items such as manuals or briefcases, or driving or traveling by motor vehicle, but also long of standing, bending, and stooping to observe and study work operations in a health facility project construction areas, confined spaces, mechanical equipment rooms, and other spaces that are noisy, dirty and close quarters, reoccurring lifting of light to moderate heavy items weighing less than 50 pounds and regular visits to construction sites and mechanical rooms.
