Clinical Laboratory Scientist

Summary

This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Duties

• This position is in the Pathology & Laboratory Medicine Service of the VA Hudson Valley Healthcare System. The incumbent functions as a Clinical Laboratory Scientist at the Castle Point Campus primarily in the anatomic pathology/histology section. Experience with embedding, cutting with a microtome, and staining are highly preferred. The applicant should have experience with various staining methods such as hematoxylin and eosin (H&E) staining, immunohistochemical staining procedures and collaboration with pathologists. Duties include but are not limited to: Preparing and analyzing tissue samples for microscopic examination, fixing them in formalin, embedding them in paraffin wax, and sectioning them into thin slices using a microtome, and mounting them onto glass slides. The incumbent uses their comprehensive knowledge of professional medical technology, principles, practices, concepts, and theories to produce sound independent work. Properly collects, handles, accessions, and labels specimens according to safety, patient identification, and infection control policies. Evaluates and solves problems related to collection and processing of biological specimens for analysis considering physiological processes and requirements. Instructs CBOC staff on laboratory procedures according to written standard operating procedures, directives, and handbooks. Conducts quality control procedures for processes including equipment, reagents, and products. Maintains quality control data in format designed for eParticipates in writing standard operating procedures for a variety of users. Uses extensive knowledge of clinical laboratory scientist profession to read, interpret and apply complex written instructions and procedures. - Recognizes and reacts to indicators of malfunction and implements corrections. Uses independent technical judgment to analyze and interpret laboratory results, analyzer messages/flags, and incongruous data. Develops protocols for new instruments including writing procedures and establishing protocols for running testing platforms, instruments, and analyzers. Includes development of quality control for test methods, calculating the mean, standard deviation (SD), and coefficient of variation (CV) to determine clinical significance. Operates a variety of instruments and analyzers. Uses knowledge and training to maintain, troubleshoot, and repair instrumentation. Calibrates, standardizes, adjusts and performs regular maintenance on instruments. Contacts "Field Service" or "Technical Hotline" when necessary to continue problem solving. Participates in laboratory proficiency testing program and reports all errors without exception associated with the pre-analytic, analytic, and post-analytic testing. Fully participates in process improvement and High Reliability Organization initiatives and patient safety requirements. Takes an active role in on-line data entry for PT results. Assists in covering technical work areas when there is shortage of staff. Assists in the orientation and training of new lab employees, clinical staff, and students. Accepts referrals of any questions or observations from less experienced lab personnel. Participates in training activities associated with team building, customer service, age specific considerations, organization-wide support, data driven decision-making, and progressive change. Comprehends and respects accreditation standards of the College of American Pathologists (CAP) and the Joint Commission (TJC). Takes an active role in TJC readiness, and VA on-the-spot inspections and surveys. Ensures compliance with rules and regulations of assorted regulatory agencies such as College of American Pathologist (CAP), The Joint Commission (TJC), American Association of Blood Banks (AABB), Federal Drugs administration (FDA) and Occupational Safety and Health Administration (OSHA), the VA National Enforcement Office (NEO) and VHA Directive 1106.1. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: Candidates must be proficient in spoken and written English in accordance with 38 U.S.C. § 7403 (f). Education. A bachelor's degree or higher from an accredited college or university. Certification. Candidates must meet one of the following certification options below. Generalist certification as an MLS given by ASCP BOC or AMT. Generalist certification as an MT given by ASCP BOR or AMT. Categorical certification or Specialist certification by ASCP or AMT. NOTE: Categorical and specialist certifications are not acceptable for CLS Generalist positions or lab sections unrelated to the categorical or specialist certification held. Categorical or specialist certifications are acceptable for higher-graded positions within the relevant lab section or one of the non-section specific assignments (including, Ancillary Testing Coordinator, Education Coordinator, Laboratory Information Manager, Quality Manager, Laboratory Manager, Regional Technical Specialist, National Quality and Compliance Agent, Regional Program Manager, Regional Director, Laboratory Director, or National Quality and Compliance Officer). Exception for Non-Certified. Applicants who do not currently hold valid certification may be hired by VA and actively work toward their certification if they meet one of the routes that makes them eligible to take the MLS certification exam through the ASCP BOC or the MLS certification exam through AMT Certification Agency. Non-Certified applicants who otherwise meet the eligibility requirements for licensure may be given a temporary appointment CLS under the authority of 38 U.S.C. ? 7405(c)(2). Non-Certified individuals may only provide care under the supervision of a certified CLS at or above the FPL. Non-Certified individuals may only be appointed at the entry level and may not be promoted/converted until certification is obtained. Temporary appointments of non-certified CLS may not be extended beyond two (2) years or be converted to a new temporary appointment. Failure to Obtain Certification. In all cases, CLSs must actively work to meet requirements for certification starting from the date of their placement into the occupation. At the time of appointment, the Human Resources (HR) Office staff, in collaboration with the supervisor, will provide the employee with the written requirements for certification, including the time by which the certification must be obtained and the consequences for not becoming certified by the deadline. Failure to obtain certification during this time period may result in separation from employment. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: In addition to the basic requirements for employment, candidates must meet the following grade-determining criteria for placement at grade levels specified. Clinical Laboratory Scientist, GS-07 Experience. None beyond the basic requirements. Clinical Laboratory Scientist, GS-09 Experience. 1 year of creditable experience equivalent to the next lower grade. OR Education. Master's degree or 2 academic years of progressively higher-level graduate education in medical technology or a directly related science. Knowledge, Skills, and Abilities: Knowledge of policies and procedures of clinical laboratory testing. Knowledge of laboratory quality control and quality assurance principles. Knowledge of laboratory equipment and routine maintenance. Ability to work as a team member and effectively complete assignments. Ability to read and interpret written instructions. Ability to accurately perform pre-analytical, analytical, and post-analytical phases of testing. Clinical Laboratory Scientist,GS-11 Experience. 1 year of creditable experience equivalent to the next lower grade level. OR Education. Must have 3 full years of progressively higher-level graduate education or a Ph.D. or equivalent doctoral degree in medical technology or a directly related science. Knowledge, Skills, and Abilities: Knowledge of professional clinical laboratory science principles, practices, concepts, and theories that support sound, independent work. Knowledge of laboratory quality control and quality assurance procedures and principles of performance improvement. Skill in informatics, laboratory data flow, and laboratory processes. Ability to maintain, troubleshoot, and repair instrumentation. Ability to use independent technical judgment to analyze and interpret laboratory results. Ability to read, interpret, and apply complex written instructions. Ability to communicate, consult, and interact with other members of the health care team, external relations, customer service, and patient education.
