Summary

As a Branch Chief, you will serve as a key financial advisor and subject matter expert, responsible for the formulation, execution, and analysis of multi-year, complex budgets that support the agency's mission and strategic goals. Location of position: General Services Administration, Office of the Chief Financial Officer We are currently filling one vacancy, but additional vacancies may be filled as needed.

Duties

  • Oversees the monitoring, control, and execution of approved budgets, ensuring compliance with appropriations law, fiscal policies, regulations, and reporting requirements. Conducts complex, in-depth financial and budgetary analyses, special studies, and reviews to assess the financial health and operational efficiency of programs. Develops and presents financial reports, forecasts, and status updates to senior leadership, providing actionable insights into budget trends, performance variances, and resource utilization. Collaborates with program managers and senior leadership to translate strategic plans and operational requirements into executable budget requests, addressing cost-benefit analysis and resource trade-offs. Designs and implements new analytical techniques and reporting structures to improve the accuracy and utility of financial information provided to decision-makers. Plans, organizes, directs, and reviews the work of subordinate budget analysts, ensuring timely and quality accomplishment of assignments. Provides technical guidance, mentoring, and professional development opportunities to staff. Sets performance standards, conducts performance appraisals, and handles disciplinary actions, grievances, and awards for assigned personnel. Manages the Budget Office workload, distributing assignments, balancing resources, and ensuring the development and implementation of sound budget policies and procedures.

The GS-14 salary range starts at $127,829 per year. To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. Specialized experience is managing, supervising, or leading staff in performing budget execution, implementing financial policy, financial planning and reporting for a major component of an agency. Qualifying experience must include experience in performing detailed financial analysis, financial reporting and financial planning for a program; contributing to develop guidelines for program execution and funds control in support of the organization.
