Summary

THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a FINANCIAL MANAGEMENT ANALYST, Position Description Number D2513P01 and is part of the 109TH AW, National Guard. This vacancy does not meet the criteria for appointment of annuitants. There are two positions available.

Duties

  • As a FINANCIAL MANAGEMENT ANALYST (GS-0501-7/9/11) you will plan, coordinate, and perform comprehensive Accounting and Financial Management analysis, decision support and quality reviews, of base level accounting and financial management programs.

Qualifications

Military Grades: Enlisted GENERAL EXPERIENCE: Skill in collecting and analyzing data effectively, efficiently, and accurately; Skill in applying procedures and directives by reading and interpreting program material; Skill in presenting formal training presentations and briefings; Ability to prepare reports and presentation formats. SPECIALIZED EXPERIENCE: GS 07: Must have one year equivalent to at least next lower grade level. Must have experience Independently performing and examining financial management functions to ensure internal and external accounting systems and administrative controls are sufficient to confirm that obligations anddisbursements comply with applicable laws, and that funds are safeguarded against waste, loss, and misappropriation. Must have experience reviewing accounting and pay documents, travel vouchers, and vendor payments to ensure supporting documentation is proper and valid. Performs post-audit voucher reviews. GS 09: Must have one year equivalent to at least next lower grade level. Must have experience with laws, DOD Directives, finance regulations and financial management and operating procedures relative to the entitlements and allowances related to the payment of military personnel, civilian personnel, vendors, and travelers. Must have experience with military pay and allowances, civilian pay and allowances, vendor payments, and travel entitlements. GS 11: Must have one year equivalent to at least next lower grade level. Must have experience and knowledge of related financial regulations and rulings covering diverse types of pay transactions to typically function as a technical authority for the resolution of an extensive range of issues or problems. Experience and knowledge of the overall DFAS mission and functions, operation, and relationships to other agencies to respond to special inquiries and task organizations for information and responses. Must have experience of multiple financial and accounting systems in order to perform studies related to management improvement, productivity improvement and management controls to analyze and evaluate criteria for the enhancement of all assigned Pay programs (Military Pay, Civilian Pay, Accounts Payable, and Travel Pay). Ability to apply fact-finding and investigative techniques. Must have experience with automated financial systems to participate in a variety of required operations audits and analytical reviews related to pay entitlement determinations.

Education

Minimum Educational Requirement: Completed undergraduate or graduate education, the awarded college degree should be in one of, or a combination of the following disciplines: accounting, business, finance, economics, math, statistics, industrial management, marketing, quantitative methods, or organizational management. OR If using only education to qualify for the GS-07 position, 1 full year of graduate level education or superior academic achievement master's or equivalent graduate degree. If using only education to qualify for the GS-09 position, must have master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., in a related field If using only education to qualify for the GS-11 position, must have Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., in a related field OR Combining Education and Experience: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a four year degree in a related field to the position. Graduate Education: Education at the graduate level in an accredited college or university. Undergraduate Education: Successful completion of a full 4-year course of study.
