Summary

The Supervisory Wildlife Biologist - District Supervisor's primary duties involves assisting in the planning, developing, organizing, and administering of complex operational and technical assistance programs designed to efficiently, effectively, and safely reduce wildlife damage that adversely impacts agricultural interests, human health and safety, property, and natural resources.

Duties

• The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
• The duties may include, but are not limited to:
• Through immediate supervisor, plans, organizes, coordinates, and executes complex WS programs within a work unit (i.e. district) designed to efficiently, effectively, and safely reduce wildlife damage
• Conducts continuing reviews and evaluations of projects and activities within the work unit to determine effectiveness and compliance with required operating procedures.
• Plans work to be accomplished by subordinates, establishes and adjusts short-term and long-term priorities, and prepares schedules for completion of work.
• In consultation with the supervisor, determines required staffing levels and organizational structure in relation to budgets and project needs.
• May be designated as Acting for higher level supervisor/manager (i.e., Assistant State Director), and temporarily assume administrative and supervisory responsibility
• Assists with the development and implementation of long-term strategic plans based on WS Directives and program needs.
• As directed, implements new or revised WS policies and protocols in response to annual levels of appropriations or changes in national policy or legislation.
• Collaborates, develops and initiates new, revised, or experimental techniques for WDM operations in the work unit, particularly Brown Tree snake and feral ungulate control.
• Frequently communicates with and drafts correspondence to inform program staff, colleagues, and others.

Qualifications

BASIC REQUIREMENT: Biological Scientist (0401) Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. Or Combination of education and experience: Combination of post high school education with courses equivalent to a major, which is defined as 24 semester/36 quarter hours, in the biological sciences, agriculture, natural resources management, chemistry or related disciplines appropriate to the position, PLUS appropriate experience or additional course work. The quality of the combination must demonstrate that you possess the knowledge, skills, and abilities required to perform the work of the position and is comparable to that normally acquired through the completion of a full four-year course of study with a major as described above. BASIC REQUIREMENT: Wildlife Biologist (0486) Degree: Biological science that included: At least 9 semester hours in such wildlife subjects as mammalogy, ornithology, animal ecology, wildlife management, or research courses in the field of wildlife biology; and At least 12 semester hours in zoology in such subjects as general zoology, invertebrate zoology, vertebrate zoology, comparative anatomy, physiology, genetics, ecology, cellular biology, parasitology, entomology, or research courses in such subjects (Excess courses in wildlife biology may be used to meet the zoology requirements where appropriate.); and At least 9 semester hours in botany or the related plant sciences. In addition to the basic requirement FOR THE GS-11 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-09 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Planning, organizing, coordinating, and executing complex programs within a work unit (i.e., district) designed to efficiently, effectively, and safely reduce wildlife damage that adversely impacts agriculture, human health and safety, property, and natural resources. Developing and maintaining cooperative relationships with Federal, State/Territorial, county, and municipal agency personnel, organizations, institutions, associations, and private industry groups to identify wildlife management needs, develop means to address complex wildlife damage problems, and to provide solutions and programs to alleviate wildlife damage. Representing program at meetings, conferences, workshops, and other similar events and proceedings of local, Regional, and National scope for the purpose of sharing program information and planning and evaluating future measures. Providing direction and oversight to work unit subordinates in the preparation of numerous scientific and administrative program reports including annual reports, monthly narratives, Wildlife Hazard Assessments and Management Plans, and other Federal, State/Territorial, and cooperator reports. Supports environmental compliance efforts through document development or provision of information and review of administrative and project records, environmental impact statements (EIS), environmental assessments (EA), decision documents, monitoring reports, categorical exclusion records, biological assessments and consultations, MBTA permitting processes, and other related documents and reports. OR 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in a field described above Equivalent combinations of education and experience are qualifying for this grade level. You are qualifying for this position based on a combination of experience and education. This education must have been successfully completed and obtained from an accredited school, college, or university. COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-11 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for that grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
