Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for STEM positions, Cyber Security & Related Positions to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as the Scientific Manager for the U.S. Army Criminal Investigation Laboratory, overseeing complex, multi-branch divisions engaged in global forensic analysis, research, and expert testimony. Provides technical counsel to high-level defense and federal agencies.

Duties

  • Exercise scientific and administrative staff supervision over complex, multidisciplinary divisions.
  • Oversee work through subordinate branch chiefs and supervisors.
  • Establish organizational goals, evaluate performance.
  • Oversee major program segments with multi-million dollar annual resources.
  • Actively identify and eliminate workflow bottlenecks to ensure the timely processing and reporting of physical forensic evidence.
  • Oversee the division's compliance with rigorous quality management guidelines
  • Oversee the development and integration of new scientific theories, advanced technologies, and pioneering methodologies.
  • Represent the laboratory in negotiations, technical conferences, hearings, and briefings with high-ranking military commanders, civilian leaders, and academic entities.
  • Justify and defend laboratory resources and serve as the central point of contact for complex scientific policy, program integration, and public outreach.

Qualifications

Minimum Education Requirement: GS-0401: Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. GS-1301: Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR Combination of education and experience: education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. GS-1320: Degree: physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics. OR Combination of education and experience: course work equivalent to a major as shown in A above, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education In addition to the education requirements, your resume must also show you meet the specialized experience for this position. Specialized Experience is defined as: One year of professional-level scientific experience in biology, chemistry, or physical sciences as applied to forensic examinations, crime scene operations, quality management, or forensic research, which includes directing, coordinating, and overseeing a large-scale, multidisciplinary scientific or forensic laboratory division consisting of multiple technical branches, subordinate supervisors, and contractor personnel; serving as a senior scientific authority or technical advisor to executive leadership on highly complex scientific programs, national-level policies, and multi-million dollar resource allocations; and representing an organization as a primary liaison to external agencies, federal/state partners, or international entities, including translating complex scientific and technical concepts for legal, investigative, military, and non-scientific stakeholders.
