Summary
You will be responsible for supervising Trade and Support Management staffs. Specific assignments include supervision of many Phytosanitary Issues Management (PIM) staff activities, oversight over trade management issues and critical phytosanitary projects, and public outreach on PIM mission and activities.
Duties
- The duties may include, but are not limited to:
- Serves as central information point for assigned short-term critical issues within APHIS, USDA, Interagency, and the public.
- Develops and/or edits reports for the program Director relating to program activities, reports, accomplishments, and strategic planning.
- Supervises and provides guidance to Trade Directors on trade and negotiation strategy.
- Develops and/or edits reports for the program Director relating to program activities, reports, accomplishments, and strategic planning.
- Serves as liaison with industry and states to identify potential export trade issues.
- Oversees and participates in outreach efforts, such as stakeholder meeting engagements with U.S. Industry.
Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. BASIC REQUIREMENT: Degree in biological sciences, agriculture, natural resource management, chemistry, entomology, or related disciplines appropriate to the position. OR Combination of education and experience: post high school education with courses equivalent to a major, which is defined as 24 semester/36 quarter hours, in the biological sciences, agriculture, natural resources management, chemistry or related disciplines appropriate to the position, PLUS appropriate experience or additional course work. FOR THE GS-14 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Ability to effectively communicate high-level, time sensitive, and/or complex information orally, without assistance, and in writing, with minimal to no edits, to the targeted audience(s) (e.g., Senior Agency Officials, Foreign Governments, U.S. industry, etc.). Leading meetings, seminars, consultations, and/or negotiations with domestic and international stakeholders, industry groups, and/or governmental or non -governmental organizations, where the subject matter was controversial or complex. Engaging in multiple U.S. agricultural and industry commodity handling practices and strategies related to safe agricultural trade for the import and/or export of plant and plant products (e.g., field/orchard/greenhouse production processes; harvest, storage, treatment/pest exclusion, or packing procedures; phytosanitary inspections and certificates; port of entry inspections; and/or insect and disease specimen collection and identification). Gathering, organizing, and maintaining scientific or technical information in a goal-oriented project management environment, and, tracking and reporting on established milestones/goals. Ability to manage multiple technical projects as well as lead direct reports, incorporating accountability, task management, and delegation skills. Note: There is no education substitution for this grade level. TRANSCRIPTS are required if: This position requires specific coursework or a degree in a specific field to be basically qualified. This education must have been successfully completed and obtained from an accredited school, college, or university. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
