TELECOMMUNICATIONS SPECIALIST

Summary

This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command. It is in the Professional Work Category at the Senior Work Level within the CES Occupational Structure. It is located in the Defense Information Systems Agency (DISA) OC/CE/PACIFIC FIELD COMMAND.

Duties

• Designs, develops, and manages the complete lifecycle of complex joint and coalition exercises (including CPXs, FTXs, and TTXs) to stress-test organizational readiness within the Area of Responsibility (AOR).
• Chairs Operational Planning Teams (OPTs) and working groups, leading detailed mission analysis, Course of Action (COA) development, and rigorous wargaming to validate plans against potential adversary tactics.
• Authors, reviews, and refines complex OPLANs, CONPLANs, and CONOPs to ensure the seamless integration of joint, interagency, and multinational capabilities with strategic-level directives.
• Serves as a senior advisor to the Plans and Programs Division Chief and Technical Director, who senior officials, and represents the organization with delegated authority in high-level joint and interagency global planning forums.
• Identifies critical operational capability shortfalls and leverages After-Action Reports (AARs) to provide data-driven recommendations that drive the validation and sourcing of new materiel and non-materiel solutions.

Qualifications

In order to qualify for this position, you must meet the requirements described below. Education Undergraduate and Graduate Education: Major study -- electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled. Other Education: Communications/electronics or automatic data processing training in technical institutes or business schools above the high school level or in Armed Forces schools that included advanced instruction in addition to basic courses, may be substituted for general experience on a month-for-month basis. OR Specialized Experience: Experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology. AND Qualifying Experience: To qualify at the GG-13, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume.
