PROGRAM ANALYST

Summary

This position is part of the Defense Security Cooperation Agency. The incumbent will be responsible for developing workforce development goals, formulates requirements, and creates program guidance (SOPs and business processes) in accordance with 10 U.S.C. Chapter 16, §384, and organizational objectives. Prepares reports and briefings for the DSCA Director and DSCU President, and plans and conducts program assessments and evaluations.

Duties

• As a PROGRAM ANALYST at the GS-0343-13 some of your typical work assignments may include: Designs, develops, executes, administers, and evaluates SC workforce development programs within the SC enterprise. Develops and formulates an annual master workforce development program plan and objectives. Justifies and negotiates current and future requirements for fiscal resources, facilities and personnel required to conduct workforce development objectives. Provides workforce development program oversight, evaluates program effectiveness in meeting requirements, and recommends changes to programs as needed. Initiates development modifications to support changes in technology and ensures state-of-the-art equipment in support of the SC human capital strategy needs. Plans, develops, and evaluates organizational workforce development functions, including developing recommendations for improvement. Collaborates with key SC Stakeholders on the assessment of current and anticipated certification needs, to include workforce integration with elements represented by SC Enterprise. Documents and compiles those needs into a comprehensive Department level management plan to meet existing and future talent needs of the SC workforce.

Qualifications

You may qualify at the GS-13, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service: Develops workforce development goals and formulates requirements in accordance with 10 U.S.C. Chapter 16, §384 and established Program objectives; Develop program guidance in the form of standard operating procedures and business processes in accordance with legal, regulatory, policy guidance and program objectives based on unique workforce development situations for the organization; Prepares and presents reports and briefings on program status and/or recommend action to DSCA Director and/or DSCU President; Plans and/or conducts assessments and evaluations of workforce development programs for the organization. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
