Summary

About the Position: Serves as a program analyst within the division, responsibilities include a wide range of programming and budgeting duties and project management support functions in connection with the District's mission.

Duties

  • Monitors budget execution in financial systems to ensure compliance with spending targets and statutory limits.
  • Evaluates budget limitations to recommend strategic program adjustments to project managers.
  • Synthesizes quantitative data from automated databases and functional offices to assess program performance.
  • Designs cost and work breakdown structures (WBS) to ensure accurate tracking of project charges.
  • Reconciles technical and financial data discrepancies across district elements to resolve reporting issues.
  • Coordinates with District, Division, and HQ personnel to resolve project management issues.
  • Develops integrated project schedules utilizing automated scheduling software and management systems.
  • Tracks progress across project life-cycle phases to advise project managers on schedule slippage.

Specialized Experience: One year of specialized experience which includes: 1) Analyzing data to determine project status AND; 2) Utilizing an automated scheduling information system to evaluate the effectiveness of project/program schedules AND; 3) Estimating workforce management budget and cost. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business or Accounting. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). With regards to time-in-grade validation, if you held a position other than a GS pay plan, be sure your resume includes the pay plan and the salary you earned during the assignment. Without this information, your time-in-grade validation may not be able to be verified and will result in your not meeting the time-grade requirement for this vacancy.
