Summary

The position is in a state or area USDA/Rural Development office. The incumbent provides expert advice and recommendations for actions on highly sensitive and broadly impacting issues that are not confined to a particular program or administrative area.

Duties

  • Provides advice and assistance on the allocation of staffing resources and position management structures in terms of type and level of positions needed to accomplish the mission.
  • Ensures the contractor complies with the contract and thus satisfies the federal government’s needs.
  • Assist supervisor with EEO and affirmative actions within the work environment.
  • Coordinates, reviews, and monitors replies to written and verbal inquiries and independently initiates courses of action to resolve especially sensitive problems or those impacting beyond a single specialized program.

Qualifications

Time in Grade: Current federal employees applying for a promotion opportunity must meet the time in grade requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. GS-13 level: Applicants must have one (1) year of specialized experience equivalent to at least the GS-12; or its non-Federal equivalent that demonstrates experience collaborating on administrative aspects of policies, operating procedures, projects, and systems necessary for the overall management and administration of State office programs. Experience in business management and administrative matters involving human resources management, contracting and procurement, budgeting, and fiscal management. Advise manager in developing, implementing, and monitoring strategic planning for achieving the mission of the State Office. Analyze reports on workload, by program and activities to advise management of trends. Experience carrying out special projects related to the operations of the organization. Conduct studies and recommend ways to improve work methods, staff utilization, communication, and overall productivity. There is no education substitution for the GS-13 grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
