Duties

  • Serves as an advisor to the Division Chief, coordinating efforts of military personnel, government civilians and contractors developing concepts of operations used to conduct thorough technology assessments and supporting field risk assessments. Serves as a project team member or project team leader to assess and identify key issues and recommend solutions to complex problems in support of Combatant Command requirements. Identifies, evaluates and tests the integration of existing or proposed technology against a wide range of targets for Combatant Commands, Military Services, Intelligence Community, and other government agencies. Advises the Division Chief and Director of Operations on operational and programmatic-related matters. Interfaces with DoD, Intelligence Community, Combatant Commands, and Military Service to determine technical requirements. Participates in and almost always is the lead in select operational test and evaluation activities, data collection and analysis, development of operationally relevant test scenarios, development of operational risk assessment methodologies, structures for quick look and deliberate reporting of results.

Qualifications

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions for series 0301. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge of strategic, operational, and tactical Air/Ground/Maritime integrated intelligence, surveillance and reconnaissance (ISR) capabilities and analysis of targets to serve as an advisor in evaluating emerging technological advances on war fighter effectiveness to include coordinating and execution of Air/Ground/Maritime field assessments of systems and technologies. OR To view qualifying experience click on the following link: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0300/miscellaneous-administration-and-program-series-0301/ KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of Air/Ground/Maritime special warfare operations and integrated friendly and hostile intelligence, surveillance and reconnaissance (ISR) capabilities and analysis of targets to serve as an advisor in evaluating emerging technological advances on war fighter effectiveness to include coordinating and execution of Air/Ground/Maritime assessments of systems and technologies. Knowledge of Air/Ground/Maritime operations, operational environments, command and control, and the application of Air/Ground/Maritime ISR capabilities in decision making for these areas as well as planning, tactics, techniques, and procedures (TTPs) and training considerations for integrating ISR capabilities. Ability to and experience in providing operational and procedural advice for the conduct, coordination, and execution of field assessments in support of combatant command requirements as well as extensive knowledge of the decision-making process and the ability to apply this knowledge for tactical, operational, or strategic products and support. Knowledge of advanced concepts, principles and practices of project management and mission objectives as well as skill in managing programs, demonstrated ability to develop planning and programmatic guidance and identify, develop and evaluate architecture and budget options relative to issues or shortfalls. Ability to and experience in leading and fostering collaborative working relationships across a variety of government military and private organizations and disciplines, and the ability to defend the organization's position in conferences, working groups, and planning sessions. Skill in communicating orally and in writing and producing clear and concise reports, briefings, and correspondence and in preparing and communicating technical and non-technical presentations to a variety of audiences. Experience in meeting with high-level leadership and management officials within DoD and other government agencies. OTHER SIGNIFICANT FACTS: Must be able to obtain and maintain a Top Secret clearance with access to Sensitive Compartmented Information (SCI). Drug Testing: This position is a testing designated position and as such requires periodic urinalysis testing; periodic polygraph examinations consistent with position requirements; and psychological examinations, if necessary in the performance of the position. Failure to comply with any of the special requirements, when required, will subject the incumbent of this position to reassignment or disciplinary adverse actions including demotion or removal. The employee may be required to work other than normal duty hours, which may include evenings, weekends and/ or holidays. The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments. Polygraph: Incumbent may be required to undergo a counterintelligence-scope polygraph examination. Disclosure: Incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually. Frequent travel by commercial and/or military aircraft is required for the purpose of performing temporary duty. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
