This position serves as the Deputy Director of Museum Operations and Administration (MOA) for the United States Holocaust Memorial Museum (USHMM), Washington DC.
Duties
- The United States Holocaust Memorial Museum is a federally chartered, nonpartisan institution that was created by the US Congress to serve as America's national memorial to the victims of the Holocaust and an educational institution dedicated to the history and lessons of the Holocaust. The Museum seeks to educate Americans from all 50 states and all walks of life as well as international audiences. The Museum has three areas of expertise: Holocaust remembrance, Holocaust scholarship and education, and genocide prevention. Duties include: The Deputy Director is closely involved with high level program officials in the development of overall goals and objectives for assigned staff function(s), program(s), or program segment(s). Serves as the chief advisor to the Chief Museum Operations Officer regarding the operating status of Museum buildings and the oversight, direction, and administrative management of the Office of Museum Operations and Administration (MOA). Identifies critical needs and issues requiring immediate attention. Serves as the lead representative for Museum Operations and Administration for the institutional priority related to designing, constructing, and operating the new Permanent Exhibition (PE). Leads MOA budget planning, formulation, and execution process for the office in coordination with Chief Museum Operations Officer, division directors, and support staff within the office assisting with this function day to day and with staff in the Office of Finance. As chief advisor to the Chief Museum Operations Officer/MOA Director, identifies issues, functions, responsibilities, and activities that help maximize the effectiveness of the institution's operations and administration. Ensures that policies and processes for managing, operating, and staffing the Office of Museum Operations and Administration align with and advance short- and long-term goals and objectives of both the office and the Museum-wide strategic plan. Serves as the Museum's representative for the International Association of Museum Facility Administrators (IAMFA), the premier global network for professionals who safeguard and maintain the world's most prestigious cultural institutions. Provides leadership in addressing unresolved operational issues and pressing problems crossing office and division lines and advises other senior leaders and staff at all levels on strategies for resolving issues. Supervises the Director of the Operations Division and provides second-level supervision to a staff of approximately 20 employees including subordinate supervisors. Provides oversight, guidance, and institutional knowledge.
Qualifications

Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. SPECIALIZED EXPERIENCE: Applicants must clearly demonstrate the necessary level of managerial and leadership skills and technical competence required to perform successfully the duties of the position. This includes at least one year of specialized experience equivalent to the GS-15. Specialized experience is defined as experience in or related to the work of this position and that has equipped the applicant with the knowledge, skills and abilities needed to perform successfully. The experience must demonstrate a wide range of expertise, responsibilities, and accomplishments related to museum administration and operations (i.e., providing leadership, direction, and policy oversight into activities related to operating the Museum; ensuring the policies and processes for managing, operating, and staffing the Office of Museum Operations and Administration align with short- and long-term goals and objectives; performing a variety of tasks requiring management ability, sound judgment, discretion, and substantial knowledge of the Museum's policies, programs, and operations. Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted). ***Failure to submit required documentation will result in an ineligible rating.

Education
Education. Special Instructions for Foreign Education: Education completed in foreign colleges or universities must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities. Applicants educated in whole or in part in foreign countries must submit sufficient evidence, including transcripts, to an accredited private organization for an equivalency evaluation of course work and degree. A listing of these accredited organizations can be found on the Department of Education's website. You MUST provide a copy of the letter containing the results of the equivalency evaluation with a course by course listing along with your application. Failure to provide such documentation by the closing date of the announcement will result in lost consideration.
