Summary

Lead proactive counterintelligence and security activities across the United States government, integrating the instruments of national power to detect, report, deter, disrupt, investigate, exploit, and defeat foreign intelligence threats.

Duties

• The National Counterintelligence and Security Center (NCSC) is dedicated to leading the U.S. Counterintelligence and Security communities, countering all threats posed by adversarial foreign intelligence affiliated threats and enhancing our national security posture at every level. We will serve as the head of U.S. counterintelligence and integrate the instruments of national power to counter foreign intelligence threats. NCSC will be the "center of gravity" to support the counterintelligence and security efforts of the entire U.S. interagency, and public sector initiatives to protect our nation from adversarial efforts to exploit the United States and victimize the American people. Serve as Group Chief within the National Counterintelligence and Security Center (NCSC), and carry out NCSC's responsibilities as the intelligence mission manager for counterintelligence. Work in partnership with the Assistant Director and the Deputy Assistant Director of the Counterintelligence Directorate (CD) to lead and advance the U.S. Government's counterintelligence mission of identifying, assessing, prioritizing, and countering foreign intelligence threats to the United States. Lead and manage day-to-day coordination of operations; lead and guide the coordination and deconfliction of offensive counterintelligence operations/activities (OFCO/A) to advance the integration of community and NCSC initiatives to counter foreign intelligence threats to the United States. Lead the development and implementation of strategic offensive counterintelligence initiatives and evaluative the effectiveness of OFCO/A in support of national priorities; develop collaborative initiatives to focus enterprise attention on high priority counterintelligence issues. Represent NCSC in various IC and policy fora and integrate counterintelligence into the national security decision making process. Recognize, value, build, and leverage diverse collaborative networks within the ODNI and across the IC and routinely engage IC counterparts to drive mission integration. Lead a team of professional staff and assess performance, collaborate and oversee goal setting, and provide feedback on personal development; manage and lead counterparts on tactical coordination issues to ensure effective implementation of flagship collaboration initiatives. Lead assessments to leverage best practices and lessons learned. Lead and support briefings to senior IC officials and other major stakeholders collaboration progress, issues and challenges. Qualifications

Graduate of a U.S. government counterintelligence Special Agent credentialing course. At least 15 years' experience conducting, managing and leading OFCO/A. Superior leadership skills and ability to conduct interagency counterintelligence coordination, lead interagency counterintelligence task forces/working groups and a deep understanding of the OFCO/A executor community. Superior understanding of the following policies and the implementation thereof: EO 12333, ICD 750, ICD 750-1, ICD 751, NSPM-23 and the National Counterintelligence Strategy. Superior ability to anticipate issues relevant to the IC and United States Government and recommend/implement needed actions as they pertain to National level guidance (White House, National Security Council, Congressional engagements, National Counterintelligence Strategy, etc.), the counterintelligence enterprise and the OFCO/A executor community. Superior ability to design, implement and lead integration strategies for NCSC and IC initiatives and programs, including the superior ability to manage human, financial, and information resources. Superior leadership skills and ability to lead interagency working groups, build coalitions with IC elements to achieve common goals. Superior analytical and critical thinking skills, including the superior ability to think strategically, identify needs and requirements, develop recommendations, and evaluate outcomes against goals and objectives. Superior ability to manage strategic and tactical level topics and develop innovative recommendations and solutions for improvement. Superior interpersonal skills and superior ability to work effectively in both independent and in a team or collaborative environment. Superior oral and written communication skills, including superior ability to draft and edit written reports of varying length and complexity, and to communicate effectively with audiences of varying seniority and expertise. Expert knowledge of strategy development, planning, and IC organizations' missions/functions/capabilities in order to provide input to national-level strategies and plans and support U.S. national security and foreign policy interests. Expert knowledge of and experience in the intelligence cycle. Superior ability to direct taskings, assess and manage performance, collaborate on goal setting and support personal and professional development of all levels of personnel. Desired Qualifications: Graduate of the Joint Counterintelligence Training Academy Counterintelligence Operations Qualification Course or equivalent. Previous intelligence mission management experience. Previous CI experience and/or knowledge of IC organizations' counterintelligence components, mission posture, structure, capabilities, processes and policies.
