Summary

This position is designated as SES, General. USDA structures its SES positions into position levels. This is a position level 2 with a salary range of $204,122 to $216,010 per year. Exceptions to the salary cap may be considered in certain circumstances. SES employees are also eligible to receive bonuses and performance-based awards. Duties

  • Shares fully the responsibility for developing, planning, directing, and coordinating all program activities across national Livestock and Poultry Program functions.
  • Participates in formulating Service-wide policies and adapts them to the specific needs, structures, and requirements of the Livestock and Poultry Program.
  • Reviews, correlates, and analyzes technical, administrative, and economic materials prepared by staff, ensuring accuracy and strategic relevance.
  • Identifies significant issues during early developmental stages, monitors new trends and innovations, and takes or recommends appropriate corrective actions.
  • Provides authoritative information, technical guidance, and expert advice on specialized subject areas central to the Livestock and Poultry Program mission.
  • Maintains extensive liaison and contact with internal and external organizations, performing critical communication and coordination functions necessary to program and Agency operations.
  • Establishes, develops, and sustains productive relationships with other program units, government agencies, industry groups, and public stakeholders to ensure cooperation and harmonized program execution.
  • Directs personnel management and administrative activities across the Livestock and Poultry Program, ensuring that staffing, resources, and organizational structures support efficient and effective national operations.

TECHNICAL QUALIFICATIONS (TQ): In addition to the ECQs, applicants must clearly demonstrate in their resume that they meet the following technical qualification(s). Describe your executive leadership experience in directing highly complex technical, financial, and administrative programs in a fast-paced setting; staffing and motivating a geographically dispersed organization to accomplish its goals; leveraging limited resources efficiently and effectively; and resolving complex managerial challenges for customers or stakeholders. Demonstrated knowledge of marketing and regulatory programs and policies covering primary interests of the livestock, poultry, meat, and grain industries.
