Duties
- The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Responds to current and future needs within the orientation & experience program by implementing improvements to the program's automation, reports, and processes to deliver a successful program. Recommends and initiates changes and/or coordinates with stakeholders on the design, redesign, or enhancement of the current program. Coordinate meetings with stakeholders to ensure appropriate interests are represented, functional requirements are included in the Orientation & Experience program and that stakeholder feedback is incorporated into program/project plans and executed. Duties require extensive collaboration among counterparts across IRS, and Treasury. Ensures efficient and effective coordination of in person and virtual Orientation & Experience sessions, including logistical planning, reporting instructions, evaluation reports, records tracking, issue triage, and support to program staff, managers, supervisors, and new employees. Records, tracks, and maintains information on new IRS employees from the time of selection through week two after onboarding, by using the appropriate HR systems/technologies. Analyzes orientation & experience programs, processes, and practices. Identifies trends and anticipates adverse impact on budget and/or work plans and identifies problem areas or risks. Assesses the impact of new programs and legislative changes on the existing Orientation & Experience program and presents findings/impacts to the supervisor. Determines sources of information, adequacy of materials and methods; analyzes previous orientation & experience evaluations and recommends improvements based on new hire and orientation & experience employee feedback. Qualifications
Federal experience is not required. Experience may have been gained in the public sector, private sector or through Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement. QUALIFICATION REQUIREMENTS: QUALIFICATIONS GS-7: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level (GS-5) in the normal line of progression in the Federal service. Specialized experience for this position includes: Experience applying the basic principles and practices of a program to customers- preferably in a Human Resources (HR) specialization- such as, but not limited to, human resources (HR) systems, compensation, classification, recruitment, employee benefits, organizational development, performance management and employee labor relations. Experience performing routine assignments, gathering and analyzing basic facts, and drawing conclusions regarding an assigned program; communicating factual and procedural information clearly, orally, and in writing. Experience utilizing automated information systems (e.g., HR Connect, USA Staffing, Career Connector) to research and apply policies, regulations, laws, and guidance, and experience assisting with special projects and/or programs. OR You may qualify based on education as follows: At least one (1) academic year of progressively higher-level graduate education leading to a graduate degree in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as: human resources, public administration, organizational psychology, or other administrative and management fields. OR Superior Academic Achievement may be met by having a bachelor's degree, with one of the following: A GPA of 2.95 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study, or a GPA of 3.45 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies. Note: Grade point averages should be rounded to one decimal point. For example, 2.95 is rounded to 3.0, and 2.94 is rounded to 2.9. If more than 10 percent of your undergraduate course work (credit hours) was taken on a pass/fail or similar basis, your claim must be based on class standing or membership in an Honor Society. OR you may qualify with at least one (1) year of combined education and experience as defined above. QUALIFICATIONS GS-9: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level (GS-7) in the normal line of progression in the Federal service. Specialized experience for this position includes: Experience assisting customers and/or management on a wide range principles, practices, and advisory services related to a Human Resources (HR) specialization such as, but not limited to, HR systems, compensation, classification, recruitment, employee benefits, organizational development, performance management and employee labor relations. Experience applying recruitment and placement regulations, laws, and OPM guidance and providing comprehensive recruitment and placement staffing assistance. Experience assisting with conducting a variety of analytical studies and/or projects involving complex programs, systems, or issues having impact on multiple IRS locations and/or organizations; assisting with special projects and programs. Experience utilizing HR information systems (e.g., HR Connect, USA Staffing, Career Connector). OR you may qualify based on education as follows: A master's or equivalent graduate degree in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as: human resources, public administration, organizational psychology, or other administrative and management fields. OR two (2) full years of progressively higher-level graduate education leading to a graduate degree in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as: human resources, public administration, organizational psychology, or other administrative and management fields. OR LL.B or J.D. in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as: human resources, public administration, organizational psychology, or other administrative and management fields.OR you may qualify with at least one (1) year of combined education and experience as defined above. AND You must also meet the following requirement(s): TIME AFTER COMPETITIVE APPOINTMENT (TACA): By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens" TIME IN GRADE (TIG): For positions above the GS-05, applicants must meet applicable time-in-grade requirements to be considered eligible. One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for. For positions at the GS-05, you cannot advance to the GS-05 if you have held a GS-02 in the past 52 weeks. There is no TIG restriction for GS-02, 03 or 04 positions. Education
A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
