Summary
About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located with Headquarters U.S. Africa Command Operations Directorate Joint Intelligence Center in Stuttgart, Germany.
Duties
- Maintains oversight and management of the daily activities with planning and executing highly specialized, mission critical CI, HUMINT and Identity Operations requirements.
- Provide expertise in intelligence processes and threat analysis to support technical needs of multifaceted J2X CI, HUMINT and Identity Operations missions.
- Researches and interprets guidance and policy to develop new integrated methods that incorporates joint-service and inter-agency requirements.
- Manages daily activities related to planning and executing highly specialized, mission-critical Counterintelligence (CI), Human Intelligence (HUMINT), and Identity Operations.
- Frequently briefs the Commander, Deputy Commander, and the J-Staff on J2X matters with little or no-notice and without time to develop formal briefing materials.
- Provide oversight and management of the daily activities with planning and executing highly specialized, mission critical CI, HUMINT and Identity Operations requirements.
- Provide technical and administrative supervision.
- Reviews work for feasibility and compatibility with intelligence and security regulations and overall effectiveness.
- Determines necessary training, approves leave, resolves informal complaints and refers disciplinary actions to higher level supervision.

Additional information about transcripts is in this document. Specialized experience is defined as experience in: 1. Human Intelligence and Counterintelligence processes and procedures to plan, develop or execute intelligence operations; and 2. Experience in determining resources needed to facilitate mission requirements. Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data. *** Please Note ***Employees (and their family members) who require medical or dental care in overseas areas may experience severe limitations accessing medical care both on the military installation and the local economy, and also could incur costly medical expenses. -In the overseas areas, access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only. Movement overseas may require you to initiate a change in your health benefits plan to ensure coverage. -If an employee brings a child to an overseas location and that child is entitled to attend a DoD school on a space-required basis in accordance with DoDEA Regulation 1342.13, the DoDEA and the Military Department responsible for providing related services will ensure that the child, if eligible for special education, receives a free appropriate public education, including related services pursuant to DoDI 1342.12 and DoDM 1342.12. -If an employee brings an infant or toddler (up to 3 years of age) to an overseas location, and that infant or toddler, but for the child's age, is entitled to attend the DoDEA on a space-required basis in accordance with DoDEA Regulation 1342.13, then the Military Department responsible for Early Intervention Services (EIS) will provide the infant or toddler with the required EIS in accordance with the eligibility criteria consistent with DoDI1342.12 and DoDM 1342.12. -Employees (and family members) who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only. Designated Mission Essential Position: Incumbent is required to report for duty during inclement weather, Natural Disasters, and other emergency situations as directed by the Commander and may be required to remain on duty after the official shift ends, i.e., mandatory overtime; subject to recall to duty. Incumbent must maintain a functioning telephone to aid in contact during recall/emergency situations. Cyber work role: In accordance with DoDM 8140.03 and supplemental Army guidance, the employee must obtain and maintain the following requirements for each Cyber work role (except Data, AI, and/or Software Engineering) at the assigned proficiency level: 1) Foundational qualification requirements within 9 months, 2) Resident qualification requirements within 12 months, 3) 20 hours of Continuous Professional Development (CPD) per work role code (which can overlap).
