Summary

The Policy & Capabilities (PC) Directorate ensures the IC is best postured for the threats and challenges of an uncertain future, through strategy, policy, and capabilities development. PC is comprised of the Strategic Capabilities Office (SCO) and Policy Strategy and Accountability (PSA) Office.

Duties

• ODNI's Policy and Capabilities (P&C) Directorate is focused on winning the geostrategic competition to secure America's future. P&C establishes the IC's strategic roadmap, develops requisite IC policies, and drives technology capabilities in alignment with national priorities. Within P&C, the Strategic Capabilities Office serves as the central integration point for addressing urgent security challenges through coordinated campaigns. These multi-agency efforts catalyze capability development. SCO focuses on leveraging industry capabilities to achieve success. SCO also provides value -added oversight of IC acquisitions and leads strategic analysis requirement development, and independent cost analysis to optimize IC investment decisions and support the DNI's priorities. The Spectrum, Space, & Sensors (S3) Campaign will drive community coordination to develop plans for sensors amidst the emergence of 6G and shifting landscape of available spectrum use. The campaign considers how to manage systems that are deployed and how to best support US efforts to "win the 6G race". SCO is seeking the right individual to lead its S3 Campaign. This individual will understand and articulate the geopolitical and national security implications of 6G spectrum changes, wield the technical expertise and managerial acumen needed to drive and steer the IC's sensors enterprise and spectrum council, and embody the ethos required to ensure success of this no-fail mission. Promote the IC vision and mission, and implement, lead, and guide the DNIs strategic intent for IC-wide policies, programs and resources as it pertains to spectrum and sensors. Assist in representing ODNI positions, priorities, and/or perspectives to National policy makers, Congress, OMB and White House staff, and other government agencies. Assist in leading legislatively and policy mandated activities and in formulating the National Intelligence Program (NIP) budget. Develop innovative and creative ways to address challenges to achieving ODNI and P&C goals in a collaborative manner. Work with P&C leadership to build and execute plans or processes that will move solutions forward. Embody and foster a culture of excellence, respect, team pride, urgency of mission, and playing to win. Lead a professional staff, assess performance, oversee goal setting, and provide feedback on personal and professional development. Interact with managers to ensure compliance and collaboration with policies which aides in developing the organizational culture. Set clear goals and communicate them to the workforce and leverage feedback to improve organizational and individual performance. Advance professional development of self and staff through additional training and application of new skills and knowledge.

ISCOCQ: Leading the Intelligence Enterprise This core qualification involves the ability to integrate resources, information, interests, and activities effectively in support of the Intelligence Community's mission and to lead and leverage cross-organizational collaborative networks to achieve significant mission results. Inherent to this senior officer qualification is a deep understanding of the intelligence enterprise and a shared commitment to the IC's core values. Note: If you are a member of the SES or have been certified through successful participation in an OPM-approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualification Review Board (QRB)) or your eligibility for noncompetitive appointment to the SES. Expert knowledge of IC Spectrum, Space & Sensors capabilities and applications. Superior ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Includes the ability to carry out an organizational vision in a continuously changing environment. Excellent interpersonal skills, ability to work effectively with senior leaders from inside and outside the USG, to advocate and advance ODNI policy, and to communicate, coordinate, and develop a professional network across the IC, academia, and industry. Superb oral and written communication skills and demonstrated ability to collect, filter, and synthesize data, and produce clear, logical, and concise products. Expert leadership and managerial capabilities, including the ability to effectively direct taskings, assess and manage performance, and support professional development of staff. Superior ability to meet organizational goals and customer expectations. Includes the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. Record of success in building teams, leading change, and working effectively with others in a complex and evolving environment. Expert ability to plan, manage and complete complex, multi-faceted projects involving government and contractor personnel. Proven critical thinking skills and the ability to prepare finished assessments of organizational issues and other written products with an emphasis on clear organization, and concise and logical presentation. Experience working in or with the Intelligence Community and demonstrating a broad knowledge of the IC mission, objectives, policies, and current events within the IC. Experience building a collaborative community amongst a large and diverse set of stakeholders. Bachelor's degree. Desired Requirements: Ph.D. or Masters in a related Scientific, Engineering, or Mathematical Discipline.

Requirements

You must be registered for the Selective Service, if applicable. You must be a U.S. citizen and at least 18 years of age. You must be willing to move to the Washington Metropolitan Area (WMA). You must successfully complete a medical and psychological exam, a polygraph interview, and a comprehensive background investigation. PROBATIONARY & TRIAL PERIODS Employees newly appointed to the Senior National Intelligence Service (SNIS) are subject to a twelve (12)-month probationary period to assess their ability to perform assigned duties and responsibilities at a level of excellence expected of a senior executive. For permanent employees newly hired into the ODNI, the probationary period will run concurrently with the first twelve (12) months of a new employee's two (2)-year trial period.
