Transportation Management Specialist

Summary

As a Transportation Management Specialist in National Nuclear Security Administration (NNSA), Office of Secure Transportation, Office of Program Integration (OPI), Aviation Operations Division (AOD), your primary responsibility will to provide technical safety and procedural guidance to federal and contract personnel in support of OST aviation missions.

Duties

• As a Transportation Management Specialist, you will: Provide technical guidance and expertise for aviation cargo loading, restraints, and passenger procedures. Develop and maintain tailored guidance, based on aircraft and transportation manuals, for quantity, weight and configuration of the cargo, floor capacity, and emergency requirements. Observes cargo loading, restraint training, and on/off-loading operations being performed. Conducts a comprehensive debrief to ensure that the desired learning objectives were achieved, and rules were followed. Determines additional training requirements to advance proficiency in cargo operations while maintaining the lowest possible accident rate. Serves as a member of working groups as a technical expert in areas of systems safety, risk management, explosives safety, radiation safety and cargo flight operations as it pertains to aviation. Develops and implements ground safety programs consistent with aircraft maintenance and flight line program operations. Advises the director of aviation on the adequacy of aviation maintenance safety programs, major repairs and alterations programs, hangar maintenance programs.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal service, i.e., NQ-02, NV-03 pay band or GS-12 level. Specialized experience for this position is defined as: comprehensive knowledge of the OST mission to effectively analyze and resolve critical transportation problems and provide agency and/or interagency advice through policy guidance on OST transportation activities. Examples of Specialized Experience: 1. Conducting aircraft weight and balance calculations by evaluating cargo capacity, loading restrictions, cargo configurations, restraint requirements, and aircraft structural limitations to ensure safe and compliant aircraft loading operations; 2. Managing air transportation of hazardous materials, ensuring proper compatibility, segregation, documentation, and loading in compliance with safety and regulatory requirements 3. Developing and implementing plans for transportation of a diverse mix of hazardous materials by airplane to include reviewing and validating shippers' declaration for hazardous goods; 4. Administering safety, quality assurance, and personnel safety training programs to ensure operational compliance and workforce readiness. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
