Serves as the technical order publications specialist with responsibility for assuring the timely publication, printing, and distribution of the AFPET's assigned technical orders (TO) and manuals.
Duties
- The primary purpose of this position is: To analyze, manage and automate fuels unique and chemical commodity technical order programs throughout their life cycle. Serves as the Air Force Petroleum Agency Air (AFPET) technical order publications specialist with responsibility for assuring the timely publication, printing, and distribution of the AFPET's assigned technical orders (TO) and manuals. Manages AFPET technical data automation initiatives improving access, storage and distribution of fuels and chemicals commodity information. DUTY 1: Serves as the AFPET technical order publication specialist. Responsible for assuring the timely publication and distribution of the assigned technical orders (TO), policies, instructions, and manuals. DUTY 2: Serves as the AFPET single Service Control Point for Specifications, Standards, and related documentation. Acts as the single point of contact on all matters relating to specifications, standards, and related documents. DUTY 3: Provides guidance and assistance to others. Manages AFPETs technical data automation initiatives improving storage, access, and distribution of fuels and chemical commodity information. DUTY 4: Performs a variety of duties related to publications. Abides by all laws, regulations, and policy. Promotes the strategic and tactical objectives of AFPET set forth by the Commander. Mission Statement: AF Petroleum Standards develops and maintains quality assurance/surveillance specifications, Technical Orders and standards, providing guidance to the global aerospace fuels community for products and procedures. Division serves as the US principal delegate to North Atlantic Treaty Organization and Air and Space Interoperability Council for development and sustainment of international standardized agreements for assurance of interoperability and cross servicing capabilities for military fuels, lubricants and gases. Division represents the USAF within industry and tri-service forums to promote harmonization of product requirements and standards as needed to ensure USAF acceptability of commercial aviation and joint service products, practices and associated equipment. Division collaborates with Air Force Research Laboratory (AFRL) and weapon system program offices for fielding of alternative fuels and additives, additive reduction initiatives and development of standardized reporting protocols. This is an acquisition demonstration project position NH-02 equivalent to a GS-05 to GS-11. This announcement has a USAHIRE assessment test requirement. Qualifications
In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions for this series in conjunction with the Technical Writing and Editing Series 1083 Individual Occupational Requirements. This is an acquisition demonstration project position NH-02 equivalent to a GS-05 to GS-11. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Undergraduate and Graduate Education: Must have included a total of 15 semester hours in an appropriate scientific, technical, or social science field(s), and at least one course above the introductory level in the field(s) covered by the position. For technical manuals and specifications writers or editors, the equivalent of 15 semester hours may have been gained through vocational or educational training above the high school level at a public, private, or Armed Forces school. OR Experience General Experience (for GS-5 positions): Experience that provided an understanding of the basic principles, practices, operations, and specialized vocabulary of the appropriate scientific, technical, or social science field(s), or with equipment or technical systems. The applicant must have acquired the ability to describe information in simple, clear language. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have 3 years general experience of which at least 1 year of general experience at the next lower broadband NH-01, equivalent to the next lower grade GS-04 or equivalent in other pay systems. Specialized experience is experience in applying regulations, policies, and specifications pertaining to the preparation and publishing procedures of technical orders and the acquisition, management, storage, and distribution of technical materials. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: 4-year course of study leading to a bachelor's degree. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level NOTE: You must submit a copy of your transcripts. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Extensive knowledge of Air force and subordinate regulations, policies, and specifications pertaining to the acquisition, management, storage, and distribution of TOs. Skill and ability to write and edit technical materials, such as reports, research findings, technical articles, regulations in technical areas, and/or technical orders. Thorough knowledge of ETIMS and ASSIST. Knowledge of TO preparation and publishing procedures. Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
