THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a TITLE 5 NURSING (OCCUPATIONAL HEALTH) (MI OSS), Position Description Number NGT5155P01 and is part of the MI JFHQ Army, National Guard.

Duties

• ***THIS IS A TITLE 5 EXCEPTED NATIONAL GUARD POSITION*** The primary purpose of this position is to manage a comprehensive Occupational Health Program for the state. Serves as the Joint Force Headquarters - State (JFHQ-ST) Occupational Health Nurse (OHN) consultant and principle advisor to the Adjutant General (TAG) on occupational health initiatives. Plans, develops, and analyzes the occupational health nursing services provided to National Guard personnel throughout the state. Establishes, manages and maintains a comprehensive Occupational Health Program: Plans, develops, analyses, and reviews occupational health nursing services and program requirements and determines impact on National Guard military and civilian personnel and public health. This requires formulating, analyzing revising, and implementing policies, procedures and best practices in accomplishing program goals and objectives in accordance with Federal, State and local laws (e.g., Occupational Safety Health Administration (OSHA) Act of 1970 - OSHA, Federal Employees Compensation Act - FECA, Department of Labor, Department of Transportation and the Nuclear Regulatory Commission statutes, etc.), and DoD guidance. Provides occupational health services and medical treatment for non-occupational and occupational health illnesses and injuries IAW incumbents scope of employment, professional State Nursing License "scope of practice", and medical directives approved by a qualified, licensed physician. Reviews and evaluates data to determine the need for expanded occupational health services by participating on interdisciplinary teams involving safety, environmental and industrial hygiene related consultation visits, risk assessment surveys of organizations, facilities and work areas. Manages the Case Management Program. In coordination with the US Department of Labor (DOL) Regional OHN Consultant, NGB Regional Office of Workers Compensation Program (OWCP) Liaison, and the Director, Human Resources, serves as the local OHN Case Manager Consultant for ensuring development, evaluation, implementation and monitoring a comprehensive medical case management program for civilian employees who have an occupational health related injury or illness. Requires ability to review medical and other information pertinent to the OWCP claims. Develops and maintains a Health Education/Counseling program. Outlines and develops overall requirements and goals to assure comprehensive health education, training, and counseling services. Formulates policy and establishes procedures governing a variety of health maintenance programs. Establishes quality improvement monitoring systems and evaluating criteria. Participates in epidemiological investigations of hazard exposures. Conducts and oversees worksite visits with members of the safety, occupational health and industrial hygiene team. Other work may assist in planning, scheduling, executing, managing, and administering installation-wide Medical management, which includes aerospace and operational disposition and medical case management to maintain and promote the health and well-being of military and technician personnel. The work involves counseling, teaching, coordination of services, and participating with other disciplines in interpreting and evaluating the program. Requires is a professional knowledge of nursing principles, theories, concepts, and standards to plan, develop, analyze, and review occupational health/nursing services provided to National Guard personnel throughout the state. Positions require professional knowledge of nursing to provide care to patients in nursing/occupational health. SPECIALIZED EXPERIENCE: 42 months: The work experience must have equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. At the GS-9 and above grade level, many positions may require experience in a specialty area of nursing. Requirements for the GS-5 (or equivalent) Grade Level To qualify at the GS-5 (or equivalent) grade level, applicants must meet one of the following qualification requirements: Possession of a bachelor's degree in Nursing with no experience; or Possession of a diploma or associate degree in professional nursing and one full year of professional nursing experience. Requirements for the GS-7 (or equivalent) Grade Level In addition to the above Requirements, applicants must meet one of the following requirements: Possession of a bachelor's degree in Nursing and eligibility under the Superior Academic Achievement provision; Possession of a bachelor's degree in Nursing and at least one full year of professional nursing experience (equivalent to the GS-5 grade level); Possession of a diploma or associate degree in professional nursing and two full years of professional nursing experience; or Completion of at least one full year of graduate education in a professional nursing educational program. Requirements for the GS-9 (or equivalent) Grade Level In addition to the above requirements, applicants must meet one of the following requirements: Possession of a master's degree in professional nursing; or At least one full year of professional nursing experience (equivalent to the GS-7 grade level or above) and possession of a diploma, associate degree, or bachelor's degree in Nursing from a professional nursing program. Requirements for the GS-11 (or equivalent) Grade Level In addition to the above requirements, applicants must meet one of the following requirements: Successful completion of a PhD or equivalent doctoral degree from a professional nursing educational program or related medical science field; or At least one full year of professional nursing experience (equivalent to the GS-9 grade level) and possession of a diploma, associate degree, bachelor's degree, or master's degree from a professional nursing educational program. Requirements for the GS-12 (or equivalent) Grade Level In addition to the mandatory license and education described above under Requirements applicants must have at least one or more full years of professional nursing experience that is equivalent to the next lower grade level. Education

You must meet the following Education requirement to qualify for this position: A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education(external link), Council on Accreditation of Nurse Anesthesia Educational Programs(external link), Accreditation Commission for Midwifery Education(external link), or an accrediting body recognized by the U.S. Department of Education(external link) at the time the degree was obtained. Advanced Practice Nurse Positions: For Advanced Practice Nurse (APN) positions, applicants must possess a graduate or higher level degree in nursing from an accredited educational program in the area of expertise or specialty indicated by the position.
