This position is located at at DFMWR (Finance Dept) on Wheeler Army Airfield, Hawaii..(Island of Oahu) Incentives and Bonuses Incentives will not be paid. Duties

  • Develops policies and procedures and monitors the use of appropriated and Non appropriated fund resources impacting MWR activities.
  • Serves as principal financial advisor to NAF managers as directed. Develops and implements plans and policies for use of resources.
  • Administers, coordinates and consolidates APF and NAF MWR fund budgets, reviews for reasonableness and complementing actions. Prepares the cash budget.
  • Formulates and maintains a system of internal management controls. Establishes policies, plans, procedures, reviews and audits to ensure compliance with established controls.
  • Exercises financial oversight for installation private organizations and certifies availability of funds for substantial expenditures.
  • Supervise assigned staff.

Qualifications

A qualified candidate must possess the following: MINIMUM QUALIFICATIONS CRITERIA: Work experience which includes: 1. Interpreting and assessing program financial performance using standard financial management systems. 2. Interpreting balance sheet and profit and loss statement results. 3. Applying commercial budgeting techniques. 4. Supervisory experience directing technical and professional financial management operations. In addition to the above qualifications, candidates who possess the following qualifications will be considered "Highly Preferred" or "Best Qualified": HIGH QUALIFICATION CRITERIA: Must have work experience of at least three (3) years with NAF budget planning and execution. (Ability to apply financial accounting principles, methods and techniques of fiscal management, with a strong background in budget preparation, payroll management, internal controls and financial systems reporting.) Possess experience coordinating manpower and staffing issues with NAF personnel office and Epay systems. Experience analyzing monthly NAF financial reports to include budget variance, Major Construction/Restoration, CPMC execution and cash flow projections. Possess financial management experience necessary to execute an effective acquisition and financial management plan to include demonstrated ability to determine resource needs and allocation of resources for both appropriate funds (APF) and non-appropriated funds (NAF) budgets and analysis of financial data. Must possess three to five years' experience in executing administrative and personnel management responsibilities related to the accomplishment of the assigned mission.
