Summary
As a Supervisory IT Acquisitions Project Manager at the GS-0301-14, you will be part of Office of the Chief Information Officer Office of Personnel Management. If selected, you will lead IT acquisition and project management activities, oversee contract and agreement administration, supervise acquisition and project management staff, manage acquisition projects and risks, and provide acquisition performance information and recommendations to leadership.
Duties
- Supervise acquisition and project management staff by planning and assigning work, establishing priorities, evaluating performance, identifying training needs, and carrying out personnel management responsibilities. Manage IT acquisition projects from requirements definition through contract administration and closeout, including project scope, schedules, resources, costs, risks, deliverables, and stakeholder coordination. Oversee a portfolio of IT contracts, task orders, and interagency agreements, including Contracting Officer's Representative activities, contract performance, funding, documentation, invoices, and compliance. Lead development of IT acquisition requirements and pre-solicitation packages, including performance work statements, objectives, deliverables, performance standards, and market research. Monitor contractor performance and acquisition risks, resolve or elevate performance and compliance issues, and advise acquisition officials and program stakeholders on recommended actions. Analyze project, contract, funding, and performance information and prepare reports, briefings, metrics, and data visualizations to support acquisition, budget, and resource decisions.
Qualifications
For the GS14: You must have year of specialized experience equivalent to at least the GS-13 grade level in the Federal service, or equivalent, performing IT acquisition, contract oversight, and project management work that includes: Managing IT acquisition projects through multiple acquisition phases, including developing requirements, coordinating acquisition activities, monitoring schedules and resources, identifying risks, and tracking deliverables; Developing or reviewing acquisition requirements and supporting documentation for IT products or services, such as performance work statements, statements of objectives, performance standards, market research, or pre-solicitation documentation; Monitoring IT contracts, task orders, or agreements by evaluating contractor performance and deliverables, reviewing funding or invoices, maintaining acquisition documentation, and identifying performance or compliance issues; Coordinating acquisition activities with contracting personnel, program officials, customers, contractors, or other stakeholders and providing recommendations concerning acquisition requirements, performance, risks, funding, or corrective actions; and Leading or overseeing the work of acquisition, contract oversight, or project management personnel by assigning or coordinating work, monitoring progress, reviewing work products, or providing technical guidance. Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS 14 level. You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
