Duties
- The National Counterterrorism Center's Counterterrorism Executive (NCTC/CTX) is seeking an exceptional, experienced GS-14 Senior Targeting Analyst with strong leadership, tradecraft, and interpersonal skills to serve as an analyst in NCTC/CTX. Provide leadership and expert guidance to the planning, analysis, and application of a full-range of methodological tools and approaches to gain a comprehensive understanding of complex analytical issues and incorporate insights and findings into well-crafted, in-depth intelligence products. The analyst will use network analysis techniques and specialized analytical tools to identify and detail key figures and organizations who may pose a threat to US interests. The analyst will work within CTX to help position CTX to leverage DOMEX data to analyze threats, warn of new threats, and deliver value-added, timely data analytic services and reports to a broad range of customers and partners. Using advanced targeting knowledge and experience, the analyst will help drive comprehensive targeting analysis of data obtained from media exploitation, while incorporating other INTs, to drive actionable, operational reporting to support US Intelligence Community and US Federal Law Enforcement (FLE) partners. The analyst will work across the CTX to innovate, apply, and integrate digital forensic analyses into analytic production. Help develop and sustain partnerships with both internal and external customers and stakeholders, providing tailored analytic support, as needed. Facilitate access to Community exploitation resources and interact with seized media owners, producers, and consumers to improve discovery and use of DOMEX-derived information. Explore emerging technologies and other means to help automate discovery and access to relevant information in disparate seized media datasets. Assist with the examination of raw data from exploited devices, construct cables and FINTEL, support ad-hoc requests, assist with developing programmatic documentation, and interact with the relevant DOMEX and targeting units at IC, DoD, and FLE agencies. Actively participate in initiatives that advance the Center's DOMEX goals and help pioneer exploitation activities to provide relevant analytic and technical reporting of DOMEX. Drive the CTX's conceptualization of complex DOMEX technical intelligence discoveries and effectively communicate complex concepts to a lay audience in timely and relevant DOMEX-driven products. Conduct and produce tactical, multidisciplinary, and strategic analysis that supports key US national security and foreign policy objectives and helps shape IC analysis and priorities. Qualifications
Provide leadership and expert guidance to the planning, analysis, and application of a full-range of methodological tools and approaches to gain a comprehensive understanding of complex analytical issues and incorporate insights and findings into well-crafted, in-depth intelligence products. Build and leverage collaborative networks within the ODNI and across the IC. Develop and implement strategies for gathering intelligence or historical information in support of US interests and policy objectives; cultivate and identify key internal and external sources of relevant information that meet customer and self-derived needs. Maintain productive working relationships with colleagues, experts, IC members, policy committees, and law enforcement agencies as appropriate and use these relationships to share information of interest; attend internal and external training, seminars, or conferences on broad or more strategic subject areas. Prepare and present written and oral briefings to senior internal and external customers on significant intelligence issues. Effectively plan, research, develop, and write high-quality, complex analyses, studies, projects, assignments, and briefings on key US foreign policy and national security objectives focused on a specific region or transnational issue for IC consumers and policymakers at the highest levels of government. Demonstrated ability to apply expert knowledge of ODNI, IC organizations, and relevant customer organizations or operations (e.g., military, policymakers, and law enforcement), in order to effectively translate their requirements and provide appropriate output or responses to meet customer needs. Extensive knowledge of IC policy and procedures and demonstrated knowledge of analytic tradecraft and ability to communicate intelligence information and judgments to generalists as well as specialists. Demonstrated analytic and critical thinking skills, including ability to think strategically. Demonstrated ability to work well across organizational lines, breaking down stovepipes, and collaborating and communicating effectively across functional and geographic lines, and across organizations. Proven ability to participate in an inclusive environment; ability to build consensus, work effectively and independently in order to clearly execute mission objectives. Demonstrated ability to plan strategically, analyze and assess initiatives, and report trends impacting mission objectives. Demonstrated familiarity with DOMEX initiatives, data science/data analysis principles and current inter-agency programs and strategic governmental initiatives/academic research within the field. Exceptional oral and written communications skills. Exceptional critical thinking skills, including an ability to think strategically. Knowledge of technical targeting and DOMEX exploitation with an advanced understanding of IC targeting workflows and operations. Experience fusing raw DOMEX with other INTs. Desired Skills Minimum 10 years of experience as an all-source or technical targeter, with experience working with exploitable digital evidence and incorporating it into disseminated products. Bachelor's degree in relevant fields. Higher levels of education are not required, but preferred. Demonstrated success independently and in multidisciplinary teams as a Targeting Analyst, Technical Targeting Officer, or All-Source Targeter. Joint duty experience with IC, DOD, and/or FLE agencies handling seized media. Extensive knowledge of the NCTC and the counterterrorism community. Experience taking a corporate approach to help establish a sustainable program.
